NF Railway — Fine charged but receipt Not given

Respected Sir/Madam,
This is to inform you that on 19/05/2011, Magistrate of Khagaria Station charged a fine of Rs. 1,071/- (One Thousand Seventy One) for being on platform withot platform ticket. Details how I was in Platform without ticket are as follows:
I am the resident of Siliguri, West Bengal and went to Khagaria on 13/05/2011 to visit my relative. My relative came to Khagaria Station to receive me. While returning nobody came to drop me at Khagaria Station, they just did a rikshaw for me and told that rikshawala to drop me at railway station. The Riskshawala droped me near platform No. 2 of the Station at 7:30 AM (dt. 19/05/2011). I being unaware of the ticket counter was walking on the platform No. 2 were I was caught.

After being caught RPF took me to the "Bandhi Grah" were 25-30 peoples were already there. RPF told that the matter will be solved when Magistrate Sir will come. After 3 hours Magistrate Sir Came and told me to pay the said amount or I will be sent to Jail. I told the above matter to him but he said that there is no other option. So I paid the fine Rs. 1071/- . The section charged on me was section 313 of Criminal Proceeding Act.
Secondly, they dint gave me the receipt of my money which I paid. On asking for the receipt they said that I have to wait for One Hour for that. As my train (Avadh Assam Express) was late I waited there. After one hour again I knocked the officer for Receipt to which he replied that one person has gone to bring the receipt in the Khagaria Court which may take time.
When the announcement for arrival Avadh Assam was made at Khagaria Station I again knocked the officer for receipt for which he scolded me and said to wait. I could not report the above matter to the station master as my train arrived.
Being alone and tensed I thought it is useless to wait for Receipt and I boarded Avadh Assam.
My Complaint is:-
1. After paying the fine of Rs. 1071/- why dint they immediately gave me the receipt?
2. Did my offence fall under Section 313 of Criminal Proceedings Act?
3. The penalty charged was as per Section?

The complain is right.Why not railway megistrate issued the receipt, while he already paid the penalty amount.
As i have not much more idea about the CPC ACT, SO IT DEPENDS ON THE megistrate.
But on the huminity ground it is not fair.
