taken money for referring patients,but not a single turned up yet

Someone ( lady ) contacted over cellphone and then met personally showing doccuments representing justdial.com, collected money for membership so that can get patients needing physiotherapy service.
Almost one week have passed away, not a single response.
Am I cheated?
