atm amount debited but not cash

I USED MY ATM CARD FOR CASH WITHDRAWL ON 19-5-12 FOR TWO TIMES. EACH TIME ACCOUNT DEBITED BUT NO CASH RECEIVED. ATM SLIP SHOWS TRANSACTION REJECTED. ON COMPLAINT I GOT COMPLAINT NO. 57809439. BUT PAYMENT NOT REVERSED TILL 3-6-12
