Railway — complaint register at chinchwad

today i asked the station superintend Mr. A.B.MORE at chinchwad about the complaint register in station at 8.35 pm 1.1.2011.but this fellow refused to give register after telephonic discussion with Mr.GAUTAM Station Manager Chinchwad because i hold first class pass from pune to cstm(MUMBAI) and i have no pass with boarding at chinchwad.hence i have to give complaint either pune or cstm and not in inbetween stations.also he gave me free advice to tackle the problems personally as there is shortage of TCs and check the tickets and passes myself as it is passengers responsibility.please anybody can explain that whether really complaints cant be registered inbetween stations?or it was pure arrogancy to avoid the registration of complaint?why these guyes cant forward the complaints to pune head office? or they want that passenger living in chinchwad has to visit pune or cstm only to register complaint?
