low weight of LPG cylinder

the LPG cylinder being delivered to us is of low weight. the seal on the nozzle is also tampered. whenever we ask the person to verify the weight of the cylinder, he just ignores it. He never weighs the cylinders. when we lift the cylinder, it seems half filled.
