Change of Service Provider without changing Number

I have done SMS on 1900 with my cell no. 9325379909 on 16th nov.11. I want to Switch from Reliance to vodafone as service provider,without changing the current no. Still I have not received any response from Reliance. I have field up application form of Vodafone on the same day. But they ae unable to activate the same due to non confirmation from TRAI/Reliance to me.
