Reliance Communications — Reliance post paid number is not activated

My name is Prit pal Singh i have a complaint regarding a reliance postpaid connection.
Few days back i got a call from reliance offering a postpaid sim card.
i have given the said documents with Rs-250(security fee) on 07/04/2012 but till
now they have not activated my no and when i'm calling them they are not responding to me.
Please look into the issue.they have cheated me. they have provided me receipt for 250 cash deposit.
