My landline phone was dead from last week of july-2013, I complain 3 times, but no one can solve my problem from till date. How can I do, please tell me.

My landline has been always dead from last month, sometimes there is alot of problem in voice celerity. I have given compliant in help line number (198 & 12727). But no body can chk at my home and i will complain 3 times in a month. My telephone set & cable not change from last 7 year.Pls change it. I am facing many problems due to this. Pls solve my prblm.
