Reliance Netconnect / Broadband — Faulty Bills and Threatening Calls

We bought a Reliance Netconnect data card from Reliance Webworld in Aundh, Pune. The device was working way below the advertised speeds of 3.1 Mbps. It was giving us only around 7 Kbps on an average. It was known after complaints that there is not enough network coverage in the area where we live(Aundh). After 4 months the data card itself started malfunctioning and it got disconnected after 2 seconds of getting connected. After complaints at the webworld (which is the most customer unfriendly place post-sales) we couldn't find an existing service centre in Pune. we had to call the online support which seemed much better in this case and gave us the numbers. We finally located it and it was a dinghy place to be precise. The owner was taking care of all the hardware complaints(ranging across service providers). He did some tests and told us it was a hardware issue and needs to be replaced. We waited for 3 months to get a replacement calling this fellow and customer support but to no avail. The device never got replaced and we had to buy another modem for our needs. for the three months, the reliance bills kept on getting generated without any usage. It took half an hour to 15 mins of our time every 10 days to explain the issue and get the bill cancelled. We even tried to convert the plan from post-paid to pre-paid to keep this as an option whenever it got repaired but they asked us come on different dates for this to work. Online support directed us to webworld and vice-versa. It was frustrating to the core. To top it all reliance has billing dept., and recovery dept as two entities who have no communication exchange part from the bill, they kept on harrasing us. finally we got a call from a recovery agent named Mrs.X(she was not willing to disclose her name) asking us to pay for our usage or face legal action. It was a threat and to our surprise reliance had already removed our data/name/details from their database. Fact remains that the so called recovery department is repeatedly asking us to pay for something that we have not used and payment would be against what. Isn't this illegal? Reliance doesn't feel a single customer is worth any value but everybody knows a single spark neglected can burn the house down.
