Everyday Arrogance

I travel by rickshaw every from Vikhroli to powai and back.
Everyday is struggle against the arrogance of all rickshawallas
1> More than 80% refuse to ply. This is very serious.
2> More than 60% have tampered meters. Sometimes charged as much as double of usual fare.
3> They stop in the middle of the journey ( esp in high traffic ) under some pretext and force me disembark. I cannot find another rickshaw at odd spaces. They even refuse to find another rickshaw for my travel
4> They are arrogant, and argumentative.

It is observed that usually the native speaking rickshawallas are more arrogant.

Can the government step in and fix this problem. Where can the consumer go when this is the problem?
