Rpo Bangalore — Delay in our travel plans

I, Ashok Kumar Gulati applied for change of address, file no BNGH00239810 on 05/02/2010 as wanted to travel to US for important function. I have been staying at the present address in CV Raman Nagar for last more than one year and police verification was done in 2nd week of feb by mahadevapura PS which fulfils requirement of police verification as per PP requirements. However my papers were sent to Def Coly PS for verification for prev address & even that was done 10 days back. Still rpobangalore website says your police verification report is not received.....this website is definitely not being updated regularly....God knows what is the problem here.
Is there any agency to monitor the processes are followed by rpo / police officials to ensure timely submission of reports / PP to honest law abiding citizens who do not go through the system of agents/ corrupt means. The govt should institute system of rewards for honest officials and penalise others who just happen to block govt efforts to streamline public services.
