I am also facing similar problem, for my car. I was transferred from ONGC, Karaikal to Mumbai, in May'11. I brought my car No. PY02H7731, with NOC from Karaikal. It was not entertained for more than 2 months & an avoidable penalty was imposed. The papers & car was physically verified in Oct'11. Till date I am yet to receive RC Book, though Mumbai No. has been alotted as MH02CH3495, While registering & verifying the documents, all due care is taken about documents, but ultimateresults are not delivered in due course. They might be handedover to the irresponsible contract persons, who do not either actually despatch, for want of something, or send it at anyother wron address, from where it does not get returned. The despatch details are alsonotrovided, through which, it may be followed. Only, either the assurances are given, that you will receive it in 8-10 days, or gien the lame xuses of their being busy in holidays, election, ear closingetc., etc., which have no bearing/ concrn with them. Inorder tofollow rules, hand delivery is also fobidden.
Authorities may kindly look into.

last month i go to R.T.O. office inquire about my R.C. book which i m not getting they told me the R.C. book is return and not to deliver.
they told me i[censored] want R.C. book than go to your local post office and tell them give remark with stamp on post office letterhead (why book not deliver) than we will give the R.C. book which is return to R.T.O. office.
but the post manager don't give me remark at any coast. and the R.T.O officer told me i[censored] not give remark i cant take u R.C. book .
please tell me what to do i m really fedup
