samsung galaxy y / google play — lost phone

hello friends i have complain for google play an samsung galaxy y phone my phone was lost in 27 April in nasik and i couldn't find in after all my efforts i coudnt find it one day while surfing google play i could see that the person who is using my phone was using it through tata docomo sim i inquired in tata docomo office and in also nearby centers it did not help, so i thought of asking help from google play but even it dint work plz help me if possible
