about more interest rate on kisaan credit card

i issued a kisaan credit card of the amount Rs.243000 by the Sindhicate Bank on 10 aprail 2011 and return on 26 march 2012 with the amount Rs.265000.i.e. basis on the 9% interest rate,which is wrong because according to RBI there are 4% interest rate on kisaan credit card.So i want the full information or solution if this is wrong.
