Siti Cable — SERVICE

I have purchased digital set up box from siti cable, when i was at bikramgarh(kolkata). ( my set up box card no 01761420098-2). i shifted to (kamalgazi )one month ago. as i took new connection here . the guy who fitted me the new connection using the same set up box that i have to get NOC from old cable operator. due to this my set up box services has been stopped on 31 march 2013. in the mean time my new cable operator took installation charge of 500 and rental charge 200. when i report to my current cable operator , he said that you have to buy new set up box from us as this one does not belong to us. however after calling to siti cable care i came to know that i have to get one NOC from the old operator. i get my NOC and gave it to my cable operator . he said that he will give me new one as the shifting will take a lot of time. when i called him today he said he does not have any set up box. when i called the siti customer care they said that my cable operator have not submitted my NOC thats why my services has not been started. and i asked him ehat way he can help me in this regard. he said he cant help me i have to talk to my cable operator.
my question is why i am suffering. is siti cable taking advantage of their monopoly in this business.
i hope to get some solution
