cultural charges clubbed with maintainence

our society has put mandatory cultural charges on all residents which is being collected every month....is this allowed as per the by laws the maintainence charges collected should be used for common floor utilities and salaries of staff . and that funds raised will be spent towards accomplishment of aim and objectives of the society. in aims and objective it says society is to encourage sports and cultural benefits for the member of the association

so can they force mandatory charges on the residents

Dear sir,
A few days back i happened to go to a city in another state. I don't know the language of the state. Even on buses too I couldn't see the link language, English. I really felt horrible and got rattled where I was going. I felt whether I was in my country or in other country. As India has several regional languages, only English is being used as a link language. But regional feelings make every one irritated and the prospects of the tourism is also depressed. So Indian govt should take necessary action by forcing the state govts to give priority to the link language, english, . We also see the boards of the shops without street names. So It is horrible to locate the area also. So state and central governments should take necessary action in this regard and make public happy while they travelling in other states so that people feel that we don't come to other country.
