Southern Railway — Non refund of ticket amount for TDR

I have booked an e ticket throught IRCTC butl later we have not travelled as the train was cancelled. Later i filed a TDR through IRCTC on 24/07/2011 but till date I have not got my money back. Pls refer the attached doc for details.
