Tata Docomo - Sim Cards Not available,

Hi.
Is Tata Docomo Company is really wants to survive in the market or just they are getting bad exposure in the market, No body is able to get the sim card ...I really wants to know the strategy what they want to bring in the market.. Customers are facing a bad experience of the sim available in the market with a huge cost..

I have moved to Docomo from Vodafone looking at the schemes provided by Docomo., but even after providing all the necessary documents which are required my Docomo no. has not been activated. I was told by the retailer that it will get activated within 1 hour but no success yet.(cant even call customer care).Do i have to do something else to activate my Docomo sim?
