tata sumo — vehicle handover without proper papers

i had purchase the tata sumo in the year 2005(31.10.2005) under contract vehicle from r.d.motors (raghunathpur branch) without having any knowledge regarding govt. documentation. the car was financed through tata motors and all the formalities regardin finance was arranged by one of the officer of r.d.motors named sri raja roy.i came to know after some time that a road permit is necessary to run the vehicle from that time i called up mr. raja to arrange the paper but their are so many excuses .my vehicle standed from feb 2006 to till date and i paid the installments regularly for the two years then i stop the the installments .
it is verry surprise for me that no one asked upto 2008 from tata motors why i stop the installments.
in aug 2008 i meet the officer of tata motors mr.digvijay and talk about my tragiddy . he sent me to mr. nagmani officer of r.d.motors he assured me that he will do something for me then again i paid a lumpsum ammount rs 40000 to tata motars and again matter got vanished.
it is verry surprising or me that how tata motars work.
till date their is no querry for my unpaid ammount from tata motars.
is their any way to got the permit ?
