Times Of India NewsPaper - Variation in price of newpaper in the same locality

We have two flats within Dwarka, Delhi (In Sector-22 and Sector-23), where a newpaper vendor titled "Udar News Agency" delivers the news paper. We have subscribed for Times of India. Every month the Vendor charges different monthly charges ranging from Rs. 130 in Sector-23 to Rs. 145 in Sector-22. Request for clarifications are met with rude response by the Vendor. It will be really help ful to understand from Times of India, the exact monthly price for the paper subscription (including any breakup of charges). Kindly take some action against this Vendor who is charging exhorbitant prices and is making money in terms of volumes.
