Honourable Chief Minister,

1. The lunatic act of TNPSC has failed to include the PHYSIOTHERAPY as one of the subjects in ANNEXURE – II at Page No.18 in the respective information Brochure. Hence there is no way for the Physiotherapy Degree Candidate to attend any TNPSC recruitments or to hold a Job in Government Sector. Clarify the reason for why physiotherapy was not included as a subject.

2. (a) As announced in paragraph 8 of the Commission’s Notification dated 20.09.2008, the SCHEME OF WRITTEN EXAMINATION (OBJECTIVE TYPE) AND ORAL TEST is from the Subject “Social and Preventive Medicine (Code No.105)”.
(b) Students of 4½ years Bachelor of Physiotherapy Degree Course from colleges affiliated to “The Tamilnadu Dr. MGR Medical University” at Chennai has to study “Social and Preventive Medicine” as one of the major papers and has to undergo an Written Exam by the University in the sixth semester.
(c) Hence the candidates holding 4½ years Bachelor of Physiotherapy Degree Course were eligible to attend this Exam.

3. Ms. R. Malliga, Under Secretary undersigned by Section Officer from TNPSC as Memorandum No.6741 HO/APD-J1/2008, Dt.[protected] with the sub: - Recruitment (Direct) – Health Officer in Tamilnadu Public Health service[protected] – Rejection of Applications –regarding has send an letter to Mrs. Annie N. Nisha, the Physiotherapist who has completed the 4½ years Bachelor of Physiotherapy Degree Course, intimating that the Application for Health Officer has been rejected.

4. The Tamilnadu Dr. MGR Medical University is already taking revenge over the Physiotherapist by spoiling the future of Physiotherapy students. Still there exist a cold war between Allopathic Doctors and Physiotherapists. Allopathic Doctors dominate the University and so students of many colleges affiliated to this University were failed intentionally and most of the students joined in the 4½ years Bachelor of Physiotherapy Degree Course in the year 1998 were still studying the same course and not able complete the courses for a prolonged period of ten years.

5. Hence it concludes that the above said crime was committed with a joint venture of “The Tamilnadu Dr. MGR Medical University and TNPSC.

Hence I humbly request you to
i). Direct the CBI to probe the hidden causes, which spoil the well being and bright future of young students and Physiotherapist and
ii). Instruct the TNPSC to accept the rejected Applications of the candidates who has completed the 4½ years Bachelor of Physiotherapy Degree Course.
iii). To INCLUDE the Physiotherapy subject as one of the subjects in the Annexure-II [Page No – 18] of TNPSC Information Brochure for Recruitment
iv). To save the young Physiotherapy students from the cruel and wicked hands of The Tamilnadu Dr. MGR Medical University. A separate University should be established for Paramedical courses and it should be headed only by the persons holding Paramedical Educational Qualifications and the Allopathic MBBS and so on should be strictly avoided.
v). The Rejected Applications of Candidates holding 4½ years Bachelor of Physiotherapy Degree Course for the Post of Health Officer, should be re-accepted and the Hall Tickets for the Written Exam on 21–Dec–2008 should be issued immediately before the date of Exam.
vi). Failing to RE-ACCEPT the Rejected Applications of Candidates holding 4½ years Bachelor of Physiotherapy Degree Course for the Post of Health Officer and to ISSUE the Hall Tickets will lead us to do things against the Present Government and the lunatic TNPSC by revealing the above said things across all Taluks & Districts of Tamilnadu by Public Meetings, Rallies, Newspapers, Internet, Email, sms and by possible means initially.

i agree this petition hoping for the favourable reply from the government
Mr.Hubertson has truly represented the voices of many Physiotherapist, which is the real scenario what is being happening to the community because of the lacunae in planning the developmental policies and norms formed and followed by the state and the National Government of India for the Physiotherapy community, this kind of attitude from the state and the cental clearly picturizes whether any Government exist for the People of India for its a democratic country.

Honourable Chief Minister,

1. The lunatic act of TNPSC has failed to include the PHYSIOTHERAPY as one of the subjects in ANNEXURE – II at Page No.18 in the respective information Brochure. Hence, there is no way for the Physiotherapy Degree Candidate to attend any TNPSC recruitments or to hold a Job in Government Sector. Clarify the reason for why physiotherapy was not included as a subject.

2. (a) As announced in paragraph 8 of the Commission’s Notification dated 20.09.2008, the SCHEME OF WRITTEN EXAMINATION (OBJECTIVE TYPE) AND ORAL TEST is from the Subject “Social and Preventive Medicine (Code No.105)”.

(b) Students of 4½ years Bachelor of Physiotherapy Degree Course from colleges affiliated to “The Tamilnadu Dr. MGR Medical University” at Chennai has to study “Social and Preventive Medicine” through Community Medicine as one of the major papers and has to undergo an Written Exam by the University in the sixth semester. [whereas the “Textbook of preventive and social medicine”, by the Author J. E Park is referred as per University recommendation]

(c) Hence the candidates holding 4½ years Bachelor of Physiotherapy Degree Course were eligible to attend this Exam.

3. Ms. R. 4. The Tamilnadu Dr. MGR Medical University is already taking revenge over the Physiotherapist by spoiling the future of Physiotherapy students. Allopathic Doctors dominate the University and so students of many colleges affiliated to this University were failed intentionally and most of the students joined in the 4½ years Bachelor of Physiotherapy Degree Course in the year 1998 were still studying the same course and not able complete the courses for a prolonged period of more than ten years.

5. The Government of Tamilnadu & The Tamilnadu Dr. MGR Medical University, Chennai should provide a compensation of Rs.10, 00, 000 for the damage caused to the Physiotherapy students, who studied under the colleges affiliated under this University for more than 6 years to 10 years.

6. According to the regulation of this University, the Physiotherapy Students has to score 50% of marks separately in Theory & [Practical + Internals + Oral Assessment] for a single paper in the same attempt for a PASS. If a Student scores 50% of marks in Theory and less than 50% of marks in [Practical + Internals + Oral Assessment], then the student is scoring a PASS in theory and FAIL in [Practical + Internal + Oral Assessment]. But the PASS in Theory is rejected because of the FAIL in [Practical + Internals + Oral Assessment] and the student has to reappear for the PASSED Theory. The University will enjoy a lot by continuously failing the Physiotherapy students once in Theory and in [Practical + Internal + Oral Assessment] at the next attempt. The tradition of REAPPEARING for the PASSED Theory or PASSED [Practical + Internal + Oral Assessment] due to failure of Theory or [Practical + Internal + Oral Assessment] should be CANCELLED and the PASS of Theory / [Practical + Internal + Oral Assessment] in the first attempt should be considered forever.

7. Hence it concludes that the above said crime was committed with a joint venture of “The Tamilnadu Dr. MGR Medical University and TNPSC.

8. The irresponsible and narrow minded way of Allopathic MBBS Doctors dominating The Tamilnadu Dr. MGR Medical University and TNPSC is continuous with an intention to: -
i) Abolish Physiotherapy, which is a unique remedy for most of the people suffering by the consequences of Accidents, Fractures, Paralysis and Old age.
ii) To spoil the well being and benefits through Physiotherapy for the needy patients
iii) To spoil the career of Physiotherapy Students and Physiotherapist to create a bad impression over the Physiotherapy.
iv) To create depression across the hearts of young Physiotherapy Students to get rid of Physiotherapy by discontinuing the course, where it can stimulate them to feel inferiority with failure to commit suicide.
v) To spoil Physiotherapist by making a barrier to hold any Job in the Government Sector.

9. Is there any Physiotherapist holding a Job in Government Sector? List out the numbers with Name, Designation & Office Address.

10. Is there any Physiotherapy Degree Holder with a Job in Government Sector? List out the numbers with Name, Designation & Office Address.

Hence I humbly request you to

i). Direct the CBI to probe the hidden causes, which spoil the well being and bright future of young students and Physiotherapist

ii). Instruct the TNPSC to accept the rejected Applications of the candidates who has completed the 4½ years Bachelor of Physiotherapy Degree Course, for the post of Health Officer.

iii). To INCLUDE the Physiotherapy subject as one of the subjects in the Annexure-II [Page No – 18] of TNPSC Information Brochure for Recruitment.

iv). To save the young Physiotherapy students from the cruel and wicked hands of The Tamilnadu Dr. MGR Medical University. A separate University should be established for Paramedical courses and it should be headed only by the persons holding Paramedical Educational Qualifications and the Allopathic MBBS and so on should be strictly avoided.

v). The Rejected Applications of Candidates holding 4½ years Bachelor of Physiotherapy Degree Course for the Post of Health Officer, should be re-accepted and the Hall Tickets for the Written Exam should be issued, thereby canceling the Previous Exam dated on 21–Dec–2008 and to conduct a Re-Exam with immediate effect.

vi). Failing to RE-ACCEPT the Rejected Applications of Candidates holding 4½ years Bachelor of Physiotherapy Degree Course for the Post of Health Officer and to ISSUE the Hall Tickets will lead us to do things against the Present Government and the lunatic TNPSC by revealing the above said things across all Taluks & Districts of Tamilnadu by Public Meetings, Rallies, Newspapers, Internet, Email, sms and by possible means initially, WHICH CAN SPOIL THE VOTE BANK FOR THE NEAREST PARLIAMENT & TAMILNADU LEGISLATIVE ASSEMBLY.

I fully agree Mr.Hubertson petition.With out any oppertunity for any Government jobs why Goverment is having Physiotherapy course.Goverment must tell a favuorable response regarding physiotherapist.
Mr.Hubertson cleanly explained the present situation about the position of all Physio Community specifically in Tamilnadu.In this democratic country, as a Physiotherapist I really feeling bad for unfavuorism towards my health profession.
Hats off to you...Each and every physio has to respond for this letter and show their unity. I feel sorry for the students who are rank holders but still jobless. This is disgrace to our country and our government.

this is gud action, we all should awake the government for the same, physiotherapist are the only professionals who dont have good scope in govt sector even privately if we are working hard then only we are able to find bread and butter. if this condition remains the same govt should stop physiotherapy course so that number of educated persons should not remain unemployed.

Dr MGR Medical university is black spot for education in India and particularly on Tamil nadu, its employees are corrupt, they dont do any thing with out money. Today iam feeling shame as a student of this waste university. there is no quality of education. only money, money, money. its my request to students dont waste your life in this hell.

The treatment to elderly parents and students is beyond mention. The staff never care to address queries. When Universities all over the world issue Full Length transcripts, this is the only university that issues a single page, good-for-nothing transcript that is fit only to be trashed. For this they charge Rs.1000/-

All requests for an elaborate transcript falls on deaf ears. Inturn students who have invested lakhs on education are affected.
Why doesn't the government respond when there are several thousand affected by this? C'mon raise up your voices. We have to be heard in the corridors of governance.

We are merely ignored the reason being that we failed to demonstrate our strength,
We will not be recognised unless we protest. but we have to do it the right way,
Time to think and Act Wisely...

I think this is the time that we have to really think and action it, because most of the colleges are getting closed and soon physiotherapy will be a profession of past as already more than 60% of physiotherpist has left the profession and have taken medical coding, billing and BPO as their career path, we should not let it happen a noble profession( our Profession)

Being a Physiotherapist, I strongly admit Mr.Hubertson's statement since iam also the one among the sufferers without employment opportunity for the past11years.
i truly 100% agree with u i am myself the sufferer i have wasted the money and time both...and this university is just made to suck students blood...i dont even have words to explain the corruption going on in this university...i am ready to fight to any extend to close this university...
