starting problem and petrolmiller

i bought last month oct 11th 2008 tvs scooty pep+
now its not getting starting at all
first auto start got problem and later kicker also got problem unable to start at all.
not even first service done yet and only 300 km we drived

I purchased a TVS Scooty pep+ Receipt 61 dt. 3.01.2009 from M/s Chandra Motors, Ramanthapur, Hyd-13 Ph. 040-27031586. He brought the vehicle from Nikki Motors on My name invoice no 1229. with later date 5.01.2009. From the day one the pep + is having starting problem. First service also over (speedometer at 100 Km) in the month of Feb, 09 with Chandra motors. Several times complaint of starting problem from the day one. He couldn't rectify the problem. the mechanic came 3 times to the house and could not solve the problem. yesterday 12.03.2009 the mechanic had taken the vehicle to the Chandra motors for the rectification. TVS is proved of telling pep+ is a women vehicle and the same is giving problem to my legs. Because of my joint pains I purchased the vehicle and it is increasing the problem of mine. The problem is with manufacturing defect. What I have to do for my problem, shall I approach consumer form for the manufacturing defect & also aggravating my health problem. kindly suggest.. I want to attach the documents, but there is no column for attachments,
