VFS Global & British Deputy High Commission Mumbai — Non receipt of UK visa

I am an Indian citizen living in the UK. My mother lives in Thane, Maharashtra & wants to visit my place. Hence she applied for a UK visa.
She submitted her application for family visitor visa to VFS Global on November 05, 2008. VFS Global is a commercial partner of British Deputy High Commission (BDHC). Every UK visa application is routed through them. VFS forwarded the application to BDHC (who issues visa) on the same day.
Her application was complete in all respect & was supported by sponsor letter from me along with proofs of my income, visa status & address.
As per the information published on the website of VFS & UK Border Agency (who is part of BDHC) the visa is normally issued in 4 working days. In cases where secondary checks are required, it may take 15 to 20 working days.
However, even after more than 6 weeks (42 working days) my mother has not received the visa. We tried to contact VFS & BDHC on several occasions to know the outcome of our application but we did not get any satisfactory answer. We had sent e mails & fax but did not get any response.
The behavior of both VFS & BDHC is extremely unprofessional & insensitive. My mother is under tremendous stress as she really wanted to meet us. Kindly look into the matter & advise further.
