Outgoing barrd without any notice

I have a cell no 9811147679, for which all of a sudden without any warning sms or call the outgoing was barred. Is it in the terms and conditions of the connection that the call can be barred without any prior notice.

Calling on the number 198
On calling the customer care inspite of several requests the complaint was not lodged. and the phone was disconnected.

Email to nodal officer cc to apellate authority is unanswered.
