Outgoing SMS Barred

I am holding a Vodafone Prepaid account ,bearing number 9811961769. My SMS outgoing gets Barred every now and then, without any valid reason, though i have contacted the customer care about this issue couple of times but no action has been taken yet.

I am a vodafone prepaid customer since 3 years with mobile number 9642433132 and i have faced no problems upto now. But now am facing a problem with the service provider. Without any particular reason they have barred my outgoing SMS offer. Immediately i made a call to vodafone customer care through 198 and kept a request to activate my sms and i got a reply that my SMS offer will be activated within 3 hours. But they did not activated it and i repeatedly kept the requests for 8 times from 28th feb to 7th march but there is no proper response from the service provider... I would request the members this forum to guide me how to lodge a complaint against this.
