Water Seepage In DDA Flat — water seepage from upper floor

I am residing in DDA Flats at Dilshad Garden Janta flats first floor (P-18/B3). The second does not care about the maintainence.The sewage pipes are choked. it is a daily problem that the water get logged in the shaft area due to leakage in pipe of, seepage has come in the walls and dirty smell is coming all the time. The owner of flat No. P-17/C1 is doing noththing to stop the water dropping down at First & ground floor inspite of sevaral requests. For this you will have to visit the flat and see to it than only you can understand? Hope you will look into the matter.
