Deepak Kumar — Money withdrawn from atm but cash don't dispensed

Sir,
I withdraw Rs 40000 from SBI atm, purani godown gaya, but i only receive Rs 12000 amount from atm machine and rest of Rs 28000 are not dispence and receipt show Rs 40000 amount withdrawn. I also resister complaint on tollfree number, after seven working day they say that your transaction is successful. I regularly go to bank for inquiry about my request.
I also go to bank for inquiry about this by camera footage of atm. But they don't show me they said that its a privacy concerns.
Sir please help me.
