Delhi Jal Board — No water supply and such poor responsiveness for last three days

We have tried to book water tankers via delhi jao board The first day the employee said that it is outside the purview of our job The second day someone said there is no water The last day they said that we haven't been able to service b1 to b11 sector and hence till that demand is not met we can't service you I fail to understand if water being provided is outside the purview of jal board or shall I take it either to Central government or to consumer forum
