Delhi Jal Board — Overflow of water everyday

I reside in shakarpur. Flat number is WA- 206 Top Floor and my first floor folks waste litres of water everyday. I have asked them to take care of this but instead of multiple follow ups they have never cared for it and have kep the same attitude for overflow of water. I understand the importance of water as i keep on reading about the news that Haryana has denied water to Delhi. So in order to be an aware citizen i have been trying to put my efforts.
