Dell — can't proceed for Ownership transfer of dell laptop | |

I cant proceed for the ownership transfer to get repaired of my dell laptop express no [protected] purchased from in india in October 2013 to Papua new guinea (current location of laptop), as my laptop is giving me problems, i got in bajaj loan, which i have a certification of fully paid up of the said loan amount, i tired but the message is my express number doesn't match with dell company.
