Dish TV — Replacing not working STB with new set top box

my set top is not functioning for 2 weeks and given it for servicing with local dealer.They have told that i have to replace with new STB.I am planning to buy new one and contact customer care for the same.they have communicated that pairing of new set top box with old VC card is not possible.
