Driving License — Lost of Driving license

I have lost my wallet, where all important cards including my driving license had been lost.
I am living in malad west, earlier i used to stay in malad east when my license was issued to me in 2008 .My license was issued from tardeo office, My regional office comes under andheri branch.
I had applied for duplicate license with address change request. even i took help from the agent. but still i didnt get any response from the RTO.
I had visited many time to the andheri license office for duplicate license but failed to get it.
kindly help asap.
