Education Loan — Do not give a proper answers

Hello sir, myself jameer shamed, as i am studying m.Sc in biotech, the cost of this course 1lakh for 2 years. So i applied for education loan in hdfc bank, initially they said, they will give an amount, but laterally they refuse my application by the reason of my 10th mark (45%) but i scored 1000 mark in 12th, they asked me for branch manager recommendation, i submitted all documents and certificates they needed but still they did'nt credit the amount. I applied when my classes were started but i am going to complete my 1 year class, still no process from the bank side, my college they said, will not provide hall ticket for fees unpaid students.
