Election Commission Of India [Eci] — No receiving of voter id card yet

I didn't received the voter i'd card yet... I applied in 2012 and now it is april 2016...
When i enquired the issue status of my voter i'd card i found an illegal signature at my receiving place on government registered... Eventually i haven't not received the voter i'd card... I asked with concerned authority they suggested me to register fir... But i'll not register fir... Since i haven't received the voter i'd card yet ... So kindly help me... Without voter i'd card... It seems me to that i'm not indian...
