Election Commission Of India — making the citizens suffer to take a card

I received message to get in to hearing by 20th July 2015 by 2:30 at Kalamassery municipal office, ernakulam Kerala, and currently am standing in the queue for more than 1:5 hours, thereis only one employee who is managing this, he is too slow to . Am still in the queue and am not sure how long I need to stand more my request 350166.

I have applied voter id for my daughter on april 1st 2016 in valluvarkottam chennai but the officer received 25rs for applying voter id. Is it compulsion to pay 25rs, if so why didn't they issue receipt for it. And it is our right to get voter id then why i should pay 25rs. please respond for this question as early as possible.
