First Flight Couriers — Booked document on 04/10/2016 but not delivered yet.

I booked an envelop contain Form 38 (Road Permit) to my customer for Raxaul (Bihar) having Ref No' J991M4706433 on 04/10/2016 but till now i.e. 21/10/2016 it was not delivered and from last four days I am running to first flight office and daily they are giving me reply that 'today it be delivered surely' but nothing happen.

My goods are loaded on the truck at Raxaul but due late I have to bear the truck rent without any use.

Will first flight will that amount for this delay.
I send the document through first flight by keeping in mind the document will be delivered fast but it shows the worst service.
