GTPL — Net shifting problem - now i want refund

Hello sir,
I am suffered by mentally because of gtpl broadband, the third class broadband service. . .
I apply for netshifting to my new business address on 13th july, 2015 and said by them that it will be transferred in 7 working days. . .
Today is 29th july, 2015. . . Yet my broadband plan not shifted to my address. . .
Now i asking them for cancellation for plan beacause i do online business and i'm disturbed beacause of not shifted plan. . And they told me that we have no cancellation and refund facility. . . But in reality they have policy for cancellation and refund. . .
They exploit me and my working capital of small scale business. . .
If there is any laws and regulation live in india then please help me. . . Do help me for refund. .
Please help me. . .
I am exploit in indian republic. .
I need help. . .
I am exploit by gtpl broadband. .
Make me free from gtpl third class broadband service. .

Worst Service of GTPL Broadband
I have shifted house in same area within 500 meters so I have registered a request to customer care for Connection Shifting. After requesting I have talked with the executive to Applet office(Mr. Nilesh (+91 [protected]), Ms. Deepika)but till 15 days nobody resolved my problems and All person told me I will try for resolve problem on ASAP, Priority and urgent. Today (i. e. June 04, 2019) once again i have called many times to applet authority but they said me one type of peon language. And now onwards they didn't pick my phone.
After 15 Days nobody shifted my router. I would like to says that Worst Service of GTPL Broadband Customer Support( Executive to Applet).

Every time they say on urgent priority we can resolve problem but nothing has to be done.
