HDFC Bank — Charging monthly amount for non maintaining of fund

My customer ID is 37450942

They are charging me monthly Rs 350/- for non maintaining

if fund is not maintaining means they can block my account for that.
Instead of that, how they can charge like this.

Non maintaining fund means, don't have money to maintain.
if charging means, how I can able to pay that amount.

please help on this
