HMWSSB — Negligence and arrogance of drainage staff

There is frequent drainage choking on public road between chandana brothers and icici bank mehdipatnam Inspite of repeated complaints to hwssb about drainage over flowing on road the concerned staff are reluctant to attend the complaint unless thousands are paid to them. why is the hwssb charging sewage cesswhich is included in the water bill which is paid monthly.
