Honda 2 Wheelers India — Accessories not received

Hi, I brought a Honda activa two years back from KRISHNA HONDA, LUDHIANA and paid for two accessories which i was supposed to get afterwards HIGH BEAM LIGHT AUTO DOWN (1500) AND SECURITY NUMBER PLATES (150) but till date i didn't received. After conservation with owner, " That we are not responsible for this as both item was earlier necessary but not now" And on asking for refund they said it was a government fees not ours.
