HP India — Shipment partially delivered

I bought an hp pavilion ab030tx for rs55000 out of which rs1200 were charged for hp laptop bag which was not delivered with the laptop, and neither delivered after 15-20 days of registering complaints in both hp and blue dart, both just keep on saying "we will forward the complaint to concerned people." i am fed up i want hp to give me refund of rs1200 as soon as possible.
