Huawei — Problem in data card hardware problem

I am sourav sahoo i brought a data card but some month lattar hardware problem arise in it. i sumit it an authoraised service centre they replace it after 15 day but the devise is old and used and doesnot show some feature. i called some time to the technical team but they donot follow my prblm
my question is why can i take old and used data card and malfunction?
