Huda — Sector-68 Gurgaon Infrastructure development

This is related to infrastructure development in sector-68 Gurgaon. DTCP along with Haryana government has alloted licenses to many builders for building residential projects in this area. But from HUDA side no development work is in progress in this area to support the living for the end users. Why is it so that builders start working early and government keep silence and does nothing. When can we see roads, sewage lines, etc being coming in these new sectors.
