IBM India — After Interview selection did't get any confirmation

I was selected for IBM and HR promised me i will get offer letter very soon.But after 2 month waiting they denied me .This is not professional way.
If they don't want to hired me why they have waited me for 2 month.
they send me for Bio Metric and asked me to send necessary document.
How can you do this to someone.This is very unprofessional.

Request you to please take necessary action so no one face this type of humiliation.
