Icici Lombard — Health insurance cancelation refund

I have register a online health policy with number 4128i/hp/[protected]/00/000 with premium of rs. 7328/- on april 14, 2016. I paid through my icici credit card (4006). It was said that, i should get my policy documents soft copy by mail within 24hrs of activation and hard copy to my doorstep within 15days.
Till may 16, 2016, i haven't received anything from them, so i raised a complain as it seems to be forgery to me. They replied on may 18, 2016 with soft copy of the policy and said the that my hard copy already been delivered to my address on april 24, 2016. But still i haven't received the hard copy. It looks fishy and unsatisfied to me, so i raised policy cancelation request on may 18, 2016.
Now they are showing their policies like, it is activated on april 16, i. E. More than a month, so refund amount would half i. E. Rs. 3664/-. After many conversations, that same rs. 3664/- they have refunded to my credit card on may 23, 2016.
Forget about hard copy which i haven't received yet, if i consider only soft copy of the policy documents, i have received it only on may 18, 2016 and same day i raised policy cancelation request, so i should get full amount refund i. E. Rs. 7328/-. But they are still saying that, hard copy already been delivered on april 24, 2016. If they can't deliver the soft copy on time, how they could deliver the hard copy then. On that context, i requested to share the receipt copy with delivery date and receiver's sign/name with me, but till date they are unable to produce any such proof to me.
I may charge for client harassment penalty and so on, but i just asked for full amount refund. But they denied to me to do so.
Here by i claim my full amount refund i. E. Rs 7328/- (Remain balance out of that i. E. Rs. 3664/- only) to my credit card account with immediate effect.
