India Post — Mail not received by receiving address

Ludhiana, Punjab, 141007

Respected sir/mam. My degree verified by gndu amritsar has been delivered to third person instead of the address district education officer's office, mini secretariat (Senior secondary) third floor, ludhiana near bharat nagar chowk. I hv earlier verified it from concerned post office they told that they have already delivered, but official of deo office says that it is not reached in the office yet. My track in no. Is[protected]in dated 19.05.2016
Sir/mam i am physically challenged person and can not go again and again to post office as it is far away from my home. Kindly sort out the problem as early as possible.
