Indian Oil Corporation Limited — Problem in Changing Name Transfer

I have LPG connection in my father 's name (Matadin Sharma) and want to transfer it to my name. I have no LPG connection but when I approched to Distributor Kanchan Gas Service Nagda for transfering in to my name, he replied that there is no rule for name transfer.
