Indian Oil Corporation — Petrol Pump Distributor not ready to share complaint log & Complaint manager not ready to meet

Hi,
This Is to complaint about Image Filling Station - Mayur Vihar Phase 1 New Delhi.
I went there on 30 Jan 2015 to get tank filled with Petrol The person standing ther to fill the tank made sure that car is parked in a way that you can not view the meter in time that I came out of my car he was already in mode to fill the car when I asked I want to check he said its your job to check not there job to wait for consumer when I asked about the Manager in the Petrol pump I was told he is not there. Then I asked about the complaint book they said its again not there. After I became adamant and I said I am not moving the my Car. I was told that I can go in one of the cabin to log a complaint. Suddenly when I went inside there was one guy sitting there and I was introduced to him as a manager. This guy told to me log a complaint in the complaint book and do what I want to do As I was just pissing him with my complaint. he was not even ready to share the name of the employee who was at filling point( I asked the name of employee as the employee card wore by this guy does not have name printed on it only Kumar was visible in the card).
1. Please help me understand is there any way this Owner could be informed that customer has all the right to check the petrol meter before the start of filling ( I mean to check Zero)
2. Can These people in petrol deny you complaint book.
3. Is there a customer service manager mandatory to in office in petrol pumps
These are my simple queries regards to consumer rights when we fill the oil at your petrol pumps
