Indian Railway Catering & Tourism Corporation [IRCTC] — Can not cancel my ticket as according to rules i can cancel the ticket if train is 3 hours and more delay

I want to trevel from jalander city to new delhi on december 3, 2016 . As i booked shane-e-punjab (12498) and the train was delay by more then three hours and when 1 login my irctc account and wants to cancel the ticket, its is not done as chart is prepared.

But according to the rules of IRCTC if any train was late or delay by more then 3 hours or more then the money should be refunded. But here it is not done So please take care of these kind of situations of the consumers.
