Indian Railway Catering & Tourism Corporation [IRCTC] — Train cancelled but amount not refunded

Sir, I broght a i-ticket from irctc having PNR no [protected] to travel on 09/10/2015 from LUDHIANA to Varansi but the train did not come to Ludhiana and is cancelled. I also file TDR for this but IRCTC did not refund my ticket amount . if the train is cancelled then why passenger will pay for it. what will his fault. plz do something.
